Adds two Tek Rifles, one shoots shocking tranq darts
Both have
* no durability
* no ammo required (infinite ammo)
* no element requirement
* does not overheat
* can be crafted in inventory with metal ingots
* works underwater
* can be upgraded to ascendent
* no other changes to rifle
