Adds 3 improved tranq arrows with hunger depletion and configurable speed debuff that only applies to dinos. Debuff lasts for 5 seconds. Buff stacks up to 4 times.

Webbing OP Tranq Arrow 4000 torpor/sec
Any of these arrows can be disabled via game.ini; the entries are noted in the INI Settings discussions thread.
