An admin has to spawn the NPC and set it somewhere, they cannot be destroyed by anybody or anything.
I'd suggest to set Amber at the Blue Obelisk since all the quests related to her will be in the snow area, but that's totally up to you.
(READ ME) :
1. If you have any mod that's modifying the dino spawns, it may interfer with this mod and cause issues but I'll always add a second way to collect the quest items with resources.
2. Cheat DestroyWildDinos - To replace the old creatures "ex: wolves" with the new ones
Share your item and quest ideas with me and it'll be a pleasure to make them but nothing too overpower, it's just to make a better lifestyle.

The Reward List :
Quest #1 : Amber Cap
Give 50 Insulations, increasing stamina and health regeneration by 0.5 per second. Low durability, give 150 armor. 25 Wolf Teeth to repair once broken. Small blue aura with particles around you once equipped.
Quest #2 : Amber Chestpiece
Give 30 Insulations, increase your resistance to torpor, give 150 armor but is really heavy which mean 25 pounds.
Work in the following Maps :
-Scorched Earth
-The Island
-The Center
-Ragnarok
There's no Mammoths on Scorched Earth, so you will have to do the alternative way there.
"Example of an alternative way, 100 pelt = 1 Wolf tooth and can be exchanged directly at the NPC"
Alternative Ways :
100 Pelt = 1 Wolf Tooth
100 Keratin = 1 Mammoth Tusk
